  NTC MP Company utilizes the Law Enforcement Excellence Program (LEEP) to enhance the law enforcement skills of MP Soldiers.  Developed internally to address a critical gap between the demands of real world police duty and the commensurate level of training, both unit and institutional that MPs were receiving, LEEP has raised the confidence, capabilities, and overall proficiency of MP Soldiers to the highest caliber.

  The motto of LEEP is simple but meaningful: “World class training, interagency partnership.”  One of the principals of LEEP is the interagency partnership piece, which truly enables and drives our training.  The company currently has training partnerships with personnel from 10 law enforcement agencies, all who provide subject matter expertise, training, and certifications for our MPs.  From these 10 agencies, a team of four dedicated, career law enforcement instructors form the direct support training cadre who advise the company leadership.  Collectively, these instructors have over 100 years of real-world law enforcement experience and hold key leadership positions within their own agencies and departments.

  An important aspect to remember is that threats external to Fort Irwin that occur in surrounding communities are just as likely to occur on Fort Irwin.  Civilian law enforcement officers from the surrounding areas who conduct law enforcement as a career truly bring unique insight into current and future threat variations that our MPs may likely face here on Fort Irwin or at another duty location.  While an MP Soldier may serve a few years of law enforcement duty depending on their unit of assignment and rotate to a combat support assignment, a civilian police officer will serve their entire career span on the single focus of law enforcement.  LEEP leverages this experience base which results in world class training for our MPs.

  LEEP takes the best, most relevant techniques available in the law enforcement community and ensures MPs are “linked in” with them.  MP Doctrine dictates standards of training which are fully adhered to as a baseline Army standard.  Through LEEP, these standards are trained in and evaluated by an external cadre which provides realistic, unbiased feedback and constructive criticism in close coordination with company leadership to sharpen MP skills.  Additionally, MPs experience new tactics and procedures through the interagency partnership portion, allowing MPs to continually “Add to their kitbag” new techniques to enhance their proficiency and fine-tune their skills.

  The outcome of implementing and utilizing LEEP is that the Fort Irwin Community benefits from a more fully trained, confident, and highly competent MP Soldier whose knowledge, skills, and abilities in law enforcement far exceed those of their peers in other military police units.
