              Administrative & Civil Law Division


The Administrative and Civil Law Division provides legal advice to Fort Irwin commanders, staff, and tenant organizations regarding administrative and civil law matters and specializes in the areas of Labor Law, Environmental Law and Government Contract Law.  These include legal review of contract actions, labor and personnel actions, environmental law issues, AR 15-6 investigations, Financial Liability Investigations of Property Loss (FLIPL), line of duty investigations, Freedom of Information Act and Privacy Act requests, and other matters involving installation activities. 

The Administrative and Civil Law Division provides classes on government ethics, government credit card procurement, and legal issues for commanders as well as initial briefings for newly appointed investigating officers (Financial Liability Investigations of Property Loss (FLIPL), line of duty investigations, AR 15-6 investigations, and Article 32 investigations).  The Administrative and Civil Law Division has designated agency ethics counselors who provide guidance on matters of government ethics, to include acceptance of gifts, travel benefits, use of government resources, conflicts of interest, and post-government employment issues. 

The Administrative and Civil Law Division represents the installation in investigations and hearings conducted by the Department of Defense Office of Complaints and Investigations, the Equal Employment Opportunity Commission, the Federal Labor Relations Authority, the Merit Systems Protection Board, grievance arbitrations, and agency or Government Accountability Office protests of government procurements.  Also advises installation negotiation teams in all labor negotiations with labor organizations.
